This is a special sense that a creature can have.
You establish communication to a creature through speaking in the mind. The creature must be willing, or can reject the telepathic communication.
You do not need to speak the language of the creature, instead speaking through images or emotion, if the Target's Mind is typically at -3 or lower and unable to understand language.
