Items that are magical or enchanted need to have their secrets unlocked. Unknown command words, or any item requiring attunement, always have to be identified to be used or equipped.

Identify, can unlock the mysteries of these inventory items. When it is
Unidentified, you may equip the item.
GM Note:
Typically Wizards in towns charge money to
Identify items, ailments,
Curses, and the like, for a modest fee, roughly 10gp or as high as 20gp. Or the
Caster can ask the party for a favor.
