Attacking with ANY melee or ranged weapon, and sometimes spell attack takes 
. There is no cap on the amount of 
Attacks a creature can execute in one Round, granted, they have the Action Point(s) to spend on attacking. However, every subsequent Attack is done at a Disadvantage Stack, also known as a Hindered Attack.
You can gain more unhindered attacks using a feat like: Relentless Attacker.
